Skinny fat woman, cut or bulk?

Hi everyone I'm new here and looking for advice,

I were 207lbs and I've lost weight down to 145lbs (I'm 5 foot 8). I've been lifting weights while on a calorie deficit since the beginning of this year in hope of dropping fat but keeping as much muscle as possible.

I'm hoping someone can give me some tips as I'm not sure I'm on the right track, I feel I should maybe be eating more and start some sort of bulk as I would like to build my legs and bum up, on the other hand, I feel I weigh too much to even think about eating extra calories! I'm hoping someone can point me in the right direction!
