No weight loss on 2300 calories - 100kg Male

Hi all, just signed up, hoping to get some opinions on my issue.

I'm a 100kg male trying, unsuccessfully, to cut. Previously I have been 110kg and managed to get to 86kg. This took me a year, and was 86kg 6 months ago. I have 4 years tracking experience with myfitnesspal. Not a newbie.

I finished my diet break 5 weeks ago, where I took a full month off the diet and ate 3000-3200 cals, maintaining 100kg bodweight (225lbs).

Since then, It's been 5 weeks that I've been stuck at 100kg still, eating 2300 cals. I'm usually between 99-100kg scale wise. For the first 2 weeks I was eating 2500 cals, but have been eating 2300 for 3 weeks straight. I rarely cheat, and when i do, I still factor it in my daily cals.

I have checked my diet to make sure I'm not tracking incorrectly. I've posted it below, it's what I eat every single day. I'm thinking about lowering my cals at this point, but think I will stall hard. Honestly, I believe I have to go to 1600 cals, with cardio 3 times a week plus weights. Extreme as it is.

What's worse is I had a doctor's appointment during my diet break and my Testosterone is low (from previously dieting) and my Thyroid is borderline being Hypothyroid (Doctor's words).

What should I do? Lower cals further, more cardio? Can you lose weight with hypothyroidism?

I weight train 4-5 days a week. No cardio atm.
